Froze, won't boot

Mom's pc
1. she Updated the dat files in Norton
2. next she printed a document
3. computer froze after printing half a page
4. she ctrl alt dlt - nothing
5. she unplugged the computer & let it set
6. turned back on the computer after plugging back in, cd rom making whirring noise (we verified that by opening case and listening) getting no signal on monitor
7. she unplugged and plugged a few times trying to make it start, each time coming up with no signal on the monitor
computer has been functioning fine for the last year no problems. home built in 11/05 power supply went bad last year(12/06), replaced the stock power supply with a Thermaltake TR2 W0070RUC ATX 430W

The only unusual thing she could tell us was that she has been getting popups earlier this week that norton was expired and she need to renew but she knew that was not true and she swears she x'd out of the pop ups. She checked her norton sofware and she 200 some days left.

LED on mother board lights up, no post beep and no monitor signal, and the hard drive makes a light click every 5 secs.

We took a fully functioning identical hard drive and placed it in the asus computer. And it made the same sounds as other hard drive. And the no signal on monitor as well as no post.

Just put the asus's harddrive into another functioning computer(intel perl k) and got the we apologise windows did not start sucessfully screen and it won't start in normal and won't start in safe mode.

froze no boot

Update: I have installed the spare harddrive(the one I know worked- which has XP home installed) as master on the perlk computer(functioning computer) and installed the Asus' drive as slave. I can view the Asus' files(mom's files) fine. We also transferred the ram from the non working computer to the perlk. The ram also seems to work fine. At this point we feel that points to the processor or motherboard. Is there a way or a product that will test either/both of these components. Without using a swap out style of testing?
