Question mother board issues

i have an issue with a biostar mother board .........

i plug the cables and when i am done i turn on my pc but nothing turns on, the only thing that actually turns on are the fans on the motherboards like the ps fan but they turn off after a extremly short time like less that two seconds also the hdd led light turns on and nerver goes off even when i press the power off bottun

i have a p4vtb mb and a p4 1.5ghz 478 i have 512 of memeoryand i have no cpu fan at the time


please help me i know a litte about computer hardware but i have never been in this situation and i am running out of ideas, so please e-mail me

lol. Believe it or not you may have burned out your cpu. Never turn on the pc with our proper cou heat sink.
