The first thing I would check would be the mechanical switch. The power button has a cable that plugs into two pins on the motherboard. If you take something metal, like a screw driver, and briefly connect those two pins it should start the PSU.
If it doesn't, the next thing I would check would be the PSU itself. The fact that it's able to supply enough power to light up an LED on the motherboard doesn't really tell us that it isn't broken.
