new VIA P4PB400-FL motherboard that does not display on monitor/no beeps

I have been putting my own computers together for several years. I recently purchased a ECS P4VXASD2 motherboard and was not able to get it running. I wasn never able to get any display on the monitor depite trying many different combos I was unable to get it running. I ended up sending it back and getting a refund (eBay purchase).

I then purchased a new VIA P4PB400-FL (eBay) motherboard since I was unable to find a motherboard that fit all my criteria like the ECS had. I figured I would upgrade to a newer board and just get new memory.

Anyway......here's were I stand(specs of items):


VIA P4PB400-FL Motherboard
Celeron D 2.4 gHz processor w/533 FSB
PC3200 512 MB memory x 2
320w PSU / 600w PSU
GeForce ti4200 video card
3 different monitors

I have tried the CPU in my main machine and it works fine in my main. The video card was pulled from my main (working) and installed. The memory was pulled from my main (working). I cleared the CMOS with the jumper, and replaced the the CMOS battery. The 600 watt was pulled from my main to test, but I am currently trying with the 320w PSU.

Despite trying different configurations with the memory, the PSU, I have yet to get it to display on any monitor. No bios. The CPU fan goes and power gets to the CD and HD as far as I can tell, but that is it. There are no beeps when trying to boot either. Is it possible that I have just had bad luck on these 2 boards and they were both no good? They were both supposed to be new items. The first came in a somewhat battered box, this one had no box but was still sealed in the antistatic bag. This was supposed to be an easy project for someone else and it has turned into a nightmare.

Any suggestions?

Is there not any beeps for error? If so, I think bios isn't active, that is, mother board failure.
