No power to Motherboard/ PSU doesn't start

Hi guys,

I would appreciate it if someone could give me some advice. My old mobo started being intermittent on boot up a few days ago so I went out and bought myself a mobo bundle.

It's a Biostar M7NCD and Athlon 2600 with a fan (can't remember the model, sorry, but will get it if anyone thinks they might want to know). Connected it all up per the instructions (not that there was much to go on...) and nothing happens. The psu doesn't start. So I'm thinking that there is a jumper somewhere on the board that will allow me turn it on. I've seen a couple of threads that mention something similair but the manual doesn't mention this. I've replaced the PSU as well.

Does anyone which one it might be? I've resorted to using the old board [which does work incidentally it's just tempermental - the housing for the CMOS battery appears to be faulty... one of those things].
