Onboard USB no longer work cannot get 2.0 to work

I have a pentium 3 and my two usb ports are no longer any good so im told by my computer store. I deleted them in the system properties box and then I upgraded my computer with the service pack 1 because apparently this is needed to recognise the 2.0 driver in systems running windows XP. I then inserted the 2.0 usb card in the PCI slot below the ethernet card and it appeared to connect o.k. I went into the system properties box and it says the device is working fine and when I plugged in my camera or remote player device the light comes on meaning that power is getting to the devices but none of them are responding. Any ideas.
