Power suply voltage is 10.70 v

If anybody now is 10.70 vol strong to run motherboard or what is the minimum voltage for power suply thanks

Depending on which pins you're readin this.
There are 4 different voltages to a motherboard:
+5V
+12V
-5V
-12V
If the voltage you refer to falls under the +12V category, then you're PSU is under delivering.
If it however falls under the +5V category, then it is clearly over supplying and is most likely to cause some damage.

voltage psu

thanks for reply

i test my psu i conect green and black wire turn on and voltage is 10.70 vol so i dont know what is minimum power for 12 volt

Where are you reading your rail voltages from? DMM, BIOS, software? If you're reading off the 20 (and 24) pin ATX connector, green is PS_ON# which is the active low power supply "on" signal. Yellow is typically the +12VDC rail.

Typically though, the voltage tolerance is about +/- 0.5V assuming you're reading from BIOS or a reliable DMM.

yes ATX 20 PIN I CONECT GREEN AND BLACK WITH PAPER CLIP WIRE AND I CHECK 4 PIN CONECTOR FOR VOLTAGE AND THIS 4 PIN CONECTOR GO TO HARDDRIVE, THANKS

It's pretty surprising that a system wouldn't shut down, have issues, or flat out result in damaged parts with an undervoltage that great, but *shrug*.

In any case, 10V is way below where you'd want to be on the +12V line.
