Shut Down Problem

Maybe I'm being a bit dim.......??

My computer always starts up if i touch the keyboard or mouse after I have shut down. I'm positive I'm using the correct shut down option and not restart.

Does anyone know if this is an windows problem or hardware?

I noticed the same thing on my AMD box, but I'm not sure why. As I added a Bluetooth keyboard and mouse, I eliminated the problem by removing the PS/2 hardware. I did notice, however, that in the Power options of windows you can change the default "shut down" options. It may be that yours is set to go into standby instead of true shut down, which then would wake up with action on your mouse. Otherwise, for my own machine I'm suspicious of the bios.
