I noticed the same thing on my AMD box, but I'm not sure why. As I added a Bluetooth keyboard and mouse, I eliminated the problem by removing the PS/2 hardware. I did notice, however, that in the Power options of windows you can change the default "shut down" options. It may be that yours is set to go into standby instead of true shut down, which then would wake up with action on your mouse. Otherwise, for my own machine I'm suspicious of the bios.
