well my bit of googling says that the Via stuff is in the CPU, so your choices are to either get a via system that supports it, so get a crypto card, which are generally expensive, so maybe it helped if you say what your need this for? is it an SSL webserver? maybe an IPSPEC box? well this is what i have found
IBM SSL crypto card, call IBM, they should be willing to take you money if you can find out how to get it and froogle seems to show a few, but its not what i call cheap, maybe you do though
