Is there any way...
...to use databases like on a website, without setting up an entire server. I'm just doing a tutorial to learn it a bit, and it says I need to have a webserver, which I don't.

You're confused between a database server and a webserver. A webserver serves web pages and a database server is used to run databases. You can run a database server without a webserver and you can run a webserver without a database server. You can also write programs on the webserver, to connect to the database server, extract some information and print them out from the webserver.
So, this brings up the $64K question... just exactly what do you want to do?
