Retry of Jobstep doesn't work

I created a snapshotreplication. It's just a standard replication without any fancy options. There's automatically a snapshotagent-job created. In this job sometimes the 2nd step fails. If it fails the step should be retried a few times. But it just doesn't.

It's easy to reproduce.
Just create standard snapshotreplication. Use a share as snapshotfolder. After creating the replication rename/disable the share. The 2nd step will fail now. You will see it won't retry. As soon as you change the subsystem in the jobstep (type) from replication to T-SQL the step of course doesn't work, but it will do retries.

So it seems as retries are not supported in replication jobs.

Any workaround? I need my snapshotjob run twice a day and retried if it fails!
Any ideas?
