how do u make tv tuner work in two users?

hi, im using window xp home and i have a problem thats over my head
I installed happauge tv tuner on one of my user (admin), and it works great.
But when i switch to another user (also admin), it won;t open. IT will show it opening but then it will stay in tha position. When i check task manager, it showed wintv2k use up 100% of my cpu!!

HELP?
