installing x11 development Libraries on Linux 9.0?

I have been working for more than 2 weeks on installing this Mpeg4ip on Linux 9.0, which is creating some problems.
As written in the pdf documentation ,
befor installing Mpeg4 i have to install following 4 packages,
1-Autoconf
2-Automake
3-Libtool
4-X11 development Libaries
I have installed the above 3 of them .
I have installed EZWGL-which is GUI & Graphics libaray for X11.
1-Now i dont know how can i know which x11 development Libariy i need to isntall
AND
2- How can i check thorugh which command that this required x11 is installed.
Ur suggestion will be very help ful .As this is the best Mpeg4ip forum.
