MySQL Connector/J 5.1.18 Placing

Where should I place MySQL Connector/J 5.1.18 for the following two conditions:

1) When I'm using NetBeans for JDBC.

2) When using Windows command line environment for JDBC.

Also tell me how to set the path for both cases.
