Did you start the MySQL deamon? Did you start your server?
Start your apache server. Then: In DOS-box, go to your MySQL install-dir and choose bin subdir (e.g. c:mysqlbin) and run MYSQLD. This starts your MySQL deamon. Now it should work if the configurations are right.
