The first requirement is to define the specification of the e-mail client. e.g.:
    - Which protocol (POP3 etc.) do you want to support
    - Do you want to create it all from scratch?
    - Do you want to use existing protocol library and only concentrate on user interface
    - How should the user interface look like.
    - Which functions should the user be able to perform.

It is not the easiest task for a beginner, but not impossible either if you really want to go for it.

An e-mail client will need an e-mail server.
My recommendation will be that you use one of the existing mail server first, before you try to create you own.

Regarding the protocols, you can always start with wikipedia. It has a lot of information including links to the official specifications:
    http://en.wikipedia.org/wiki/POP3
    http://en.wikipedia.org/wiki/IMAP
    http://en.wikipedia.org/wiki/SMTP

When working with e-mail, protocols must be addressed. First Protocol sends a message , and the second retrieves them from the server (POP3). There is also a third protocol retrieves addresses receiving server .

The aim of this series is to create a POP3 and SMTP e-mail to an Outlook Express look alike on the Internet e-mail application. Component classes will be created in Visual NET.

And I'm not going to cover the basics of VB.NET. I assume that you have to know the average VB. NET and ASP.NET.

On MSDN, take a look at System.Net.Mail. This is an easy easy task.
