You need to check out the default domain policy and change the password policy. Here's how:
Open up AD Computers and Users
Right-click on your Domain and select Properties
Click on Group Policy tab, highlight the Default Domain Policy and Select Edit
It's under Computer Configuration->Windows Settings->Security Settings->Account Policies->Password Policy

You need to set all the password requirements first. Notice how they are all "Not Defined"? Define them.

sweet! it worked! i went to gpedit.msc and fixed the policies and well, it worked. now im going to try to see if i can log on from my laptop. question, i named the domain quintana.com but on the laptop it shows up as QUINTANA would that be because i dont have DNS installed yet and its using a NetBIOS name? and does it take a looooooooong time to create a "domain list" the first time i try to log on from another computer?

It won't show up as quintana.com, it will just show up as quintana.
If you've installed Active Directory then you have DNS installed. dcpromo will install DNS if it isn't already installed and configured on that machine. AD HAS TO HAVE DNS to function properly.
