Unhappy Cant seem to get my Broadband speed up !!

I am having broadband problems ...I use Road Runner cable in San Diego CA.
I am getting about 1.455 Mbps download speed, when I used to get about 2.0 MBps.
Road Runner tech came out and tested my lines and my modem...he got 4.7Mbps through his lap top. He said it was either my hardware or software.
I have a 2 Meg Intel processor, 512 memory..use Windows XP.

Any ideas of what I could be holding back the speed??
