DHCP not working

Hello

I wanted to configure DHCP in my network. I defined a new scope, authorize it. But didn't work. Clients are getting some other IP addresses which is not in the scope.

As per Microsoft trouble shooting, I added a new entry into registry called IPenabled with parameter value 0. But still it is not working. Can any one can help me in this?
