On the computer B, do you have the DNS server set to 172.16.129.1?

Internet Connection Sharing should only be enabled on the one Internet connection on computer A.
If you've got them connected through a hub, make sure that you are using standard patch (or straight-through) cables, to connect each computer to the hub. I guess you have got this right, because you can share files OK. Double-check that you've got ICS enabled on computer A, then see if you access this page in computer B: http://66.102.9.104 |

On computer A, do you have any other network connections, apart from your local network connection and the Internet connection?

Could you try disabling this connection for the moment?
