There are so many possibilities of cause and failures, and without knowing your network architecture, I couldn't even guess.
1. How many users?
2. How many servers? OS, NIC speed?
3. How many hubs and routers? Speed?
4. Hub and spoke design? When you say daisy chained together, how many switches?
5. When does the delay occur? in the morning, in the afternoon?
etc.etc.
Your best bet is get some hire ppl with in depth technical knowledge.
