This is easy if you running a domain:

Open up the Active Directory Users and Computers and right-click the domain name. Click Properties and select the Group Policy tab. Select the Default Domain Policy and click Edit. Expand the left hand pane to something like User Configuration, Windows Settings, Internet Explorer Maintenance. There you'll find an option to set the homepage.

Also of interest, if you find User Configuration, Administrative Templates, Windows Components, Internet Explorer you'll find an option to prevent people from changing the home page.

What you probably need to do it create a web server. You don't say what OS you are using, but if you are using 2000 Server or XP pro, you can install Internet Information Services. Otherwise, use something free like Apache.

Once you have set up the web server, on your Application computer, make sure that the folder \\Application\IT\Apps\Intranet\ is shared on the web server in a virtual directory called Intranet. Then, you should be able to access your website from http://Application/Intranet
