internet connection different per user (WINXP)

I have a Cable Modem, hooked up to a router (used mainly as a firewall) then hooked to two computers. Only one of which is on. On the one thats on, I have two user accounts. One account seems to load web pages significantly slower, and check email slower. I go to dslreports.com and run a speed test, and the slower user downloads at 1760 kbps, while the faster user downloads at 1627 kbps. What's that all about, either way, both users should be downloading about the same, right? Does anyone know of anything about this?
