Wink IP networking problem

I setup wu-ftpd, telnet and ssh on my linux box (redhat 7.3) and i can login using both telnet and ftp using....
ftp
open localhost

but for some reason when i try to connect from a different computer, (for example.. one down the hall)... i type in
ftp
open <my ip address>

and every time i just time out... i tried to connect using my ip address on the computer im using linux on and it still times out, even times out when i try to ping it.. does anyone have an idea how i can fix it, so i can remotely connect to my computer from other computer?

i would appreciate any type of help ...
