Proxy Server Problem(hang Up dial up connection)

i have installed ISA on windows 2000 server. When i connect from internet through Dial up Network connection.It connected successfully at 46.2kps. But it does not open any site. because bytes send rate and receive reate are very low.
i try the same internet connection windows 98 withour proxy server. then connection is working fine.
