How do you prevent internet connection sharing if you are using a router.. and the internet line goes thru router...?

What do you mean? You just won't enable Internet Connection Sharing because the router is looking after the Internet.

One way is to use a static IP setup and remove the default gateway from any computer you want to keep off the net.
