Speed Discrepency between Switch and Fiber

I work for a small business who recently switched over to a 10meg Fiber connection. The problem I am having is when I plug directly into the Fiber Modem and run a speedtest I receive 9.8mbps. However, when I plug into a switch I receive only around 1.5mbps. I have tried 5 other cables directly into the Fiber and receive 9.8 each time I have tried the same cables in the switch, (Including disconnecting all other ports in the switch) and I still receive only 1.5. I have tried 2 other switches as well as a brand new switch taken out of the box and receive the same result. Any ideas?

Is it just a simple switch or does it have any managed options? If you can log in and change settings, you might check to see if there is any kind of load balancing or rate limiting set on the switch by default.

A 10meg fiber connection? Are you sure you didn't mean a 10gig fiber connection?

    Is the fiber 10Mb, 10MB 10Gb, or 10GB? There's a big difference between those.

What is the brand and model of the switch?
