static ip and linksys wireless b router

i have some questions, i got 5 static ip's form my isp SBC yahoo, now this is weird because instead of get my internet connection as static ip i need to keep signing on as pppoe (username and paswword) and after that they always give me the same ip 66.127.188.70 now my question is : i am trying to setup a web server and also have 1 more computer working wireless , the one which will be a server is not working as dhcp i changed the ip to the static one sbc gave me, but i don't understand why anytime that i am checking my ip on all the computers it is giving me the same internet ip 66.127.188.70 instead of the 66.127.188.65 that i setup on my server and also i dont know how to setup my server to which ip i'm not sure if it's the 66.127.188.65 or the other one, the ip that i am using now on internet is the 66.127.188.70 and if i type that one on the ie address is opening my linksys router gateway same if i type 192.168.1.1
