Has anyone heard of a way to integrate a telephone into a computer network.
Can a telephone be connected to a computer on a network and dial out through another computer on the same network for voice communication? |

I believe you are refering to VOIP ( voice over IP ) ? Uses H323 . Is this what you are looking for yes?

Yes I believe that is what I am looking for. I have seen voip for internet telephony just can't seem to find any information about using it across a network within our office.
Is it available through the Windows 200 Server software or do I need another piece of softaware? |

You need hardware and software to support what you are looking for e.g. PSTN gateway/soft-switches, IP/Soft phones etc.
There are two major protocols that you can look into: SIP and H.323. H.323 has found widespread acceptance in telco market. However, SIP is simpler to implement and catching up with H.323. Apparently, SIP will dominate in the future. Microsoft MSN telephony supports SIP.
