WebCam through Wiireless router

OK this is what I am trying to do.

I have a webcam that I am trying to access from an ouside source. I am using Microsoft Windows media encoder. I have it all set and running. Internally I can access the webcam in Windows Media Player via URL I want to be able to access it anywhere. Basically I am having trouble forwarding the requests to my internet IP address. Make sense?

I have a cable modem with a D-Link713p Wireless router. I have checked all the settings within the router to see if I can forward the requests to the external IP address, but I'm doing something wrong. Any suggestions? I have XP's firewall turned off.
