I seem to remember some kind of RAS server for W98, and maybe it exists for ME. Look in addition windows components that you could install off the CD, or maybe browse the ME CD. Sorry I don't recall any details.

For something like this, you'll want to create a Virtual Private Network (or VPN). A search of Google for VPN software will produce lots of results. You'll need to setup a VPN server on one of the computer (which you'll find through Google) and then connect to the computer through the client by setting up a VPN client (http://support.microsoft.com/default.aspx?kbid=288779).
