Exclamation creating rules problems

I'm trying to create rules on a table

here's the rule:

CREATE RULE audit AS ON INSERT TO studentmembers DO
INSERT INTO staffmembers(name) VALUES('Joe')

Its a stupid example but I keep getting the error message

Invalid CREATE statement whenever I try to create any rule

anyone know why?

My lecturer who doesn't have a clue what he's talking about, there is, of course, no rules in oracle.

I have a problem with a trigger tho, please check out my 'Trigger compilation Error' Post!
