Delete Button Disable

Hello everybody;

I have a master detail form in Oracle. I have used the default tool bar for this form. This is what I want to do when I am in the master block I want to disable the delete button in toolbar and when I am in the detail block I want to enable this delete button.

My problem is in Master Block I set Delete Allow property to No and Detail Block I set it to YES. However, when I load this form Delete button is disable for both blocks.

Can anybody answer my question, please......
