error code 126 using odbc

Hello out there!
I have installed oracle 10g, it's client and the latest odbc drivers (9.02.00.63) and when I try to connect to the oracle database using the odbc drivers I get the following message:
"The setup routines for teh Oracle in Home2 ODBC driver could not be loaded due to system error code 126.

I click OK and a message box appears with the title:
"ConfigDSN, ConfigDriver, or ConfigTranslator failed"
with the following message:
"Could not laod the setup or translator library".

I can access the database via SQLPlus.
I can ping the database using tnsping.
I uninstalled the obdc drivers and re-installed them.
I have searched google.

I am stumped.

I would greatly appreciate and help on this issue.
