"IOException: The Network ..." when connecting to database

OK, I'm new to Oracle, that is why I have such question -
when I try to connect to database through Enterprise Manager (e.g. //mycomputer:5501/em) (I have started manually OracleServiceMyDB and OracleDBConsole before this),

I get the message that databse could be mounted or unmounted state and I have choices:
1) startup;
2) perform recovery;

When I choose 'startup' I get error message
"IOException: The Network Adapter Could not Estabilish yhe connection".

The similar message I get when I try to perform recovery, there is also some additional information: "the database is currently down, unable to connect to database."

What can cause such behaviour?

OK, I use Oracle server (g10 edition which some time ago was freely available from Oracle for developers to learn this stuff) on my computer with only 256 MB RAM, however, I hope that this can be enough for leraning and development purposes?

Have you started the database? Can you connect internal and startup the database?

as I said, I'm trying to run Oracle on computer with small RAM, therefore I checked all Oracle NT services as to be started only manually - OK - what NT services should be started for running Oracle. Now I start only OracleServiceMyDB, OrcaleDBConsoleDB. Is it enough?

Is the database server started? Is the TNS listener started? If these are not started then you will not be able to contact the database.
