Talking Oracle and Application

Building a databese application that uses to store information on db
the person uses the app also need to install the that db server too?

so can i use localhost as my server for the database and i try to paly around with that?
i installed Oracle in my PC and creating my tables there...so i should use the Enterprise Manager to view my table or any other tools?
sorry for asking such easy question...but then i am totally new about that...
