Question Oracle Development version on Oracle Technology Network

From what I understand from my supervisor, there is a "free" developer version of Oracle 8i or 9i that I can use to learn with. Is that true? I am unable to find it on the Oracle Technology Network.

Any direction or help would be appreciated. Thank you.
