This may be a dumb question because I work with Oracle in a Unix environment, but did you start the listener?

[snip from some documentation]
For Oracle 8i and above, one can start the database by starting the OracleServiceSID service. For Oracle versions below 8i one should see at least two services - OracleStartSID and OracleServiceSID.
Some of the other optional services are:

Net8 listener service (OracleTNSListener)
Intelligent Agent Service (OracleAgent)
Oracle Data Gatherer (OracleDataGatherer)
Oracle OEM Management Server (OracleManagementServer)

From what this says OracleTNSListener must be running.
