VNI-2015 Authentication Error

Hi,

I have oracle 9i on windows 2000

I have 2 databse servers, primary and secondary

I want data guard to create a stand by database on standby node. while doing this i get
"VNI-2015 Authentication Error" when contacting standby databse and getting the listner.ora file.

I have set preffered credentials on both the nodes with the administrator account on both system.

help me .
