ASP is the combination of HTML and server-side scripting via VBscript (usually, but not necessarily). Perl is a scripting language in-and-of-itself, so Perl can be compared to VBScript, rather than ASP. VBScript is a Microsoft solution based on Visual Basic. I've never heard of a VBscript solution that runs on a non-Microsoft operating system, whereas perl is available for almost every OS in existance.
