Well as this is a web board and not a USENET newsgroup, it's fairly easy for people to search all the previous posts before posting a new question. Obviously, most people don't bother. On the other hand, while most problems that people encounter have been met and solved countless times, there are always new people with fresh perspectives that are interesting to read. While some questions come down to simple factual answers about (say) syntax, many are about approaches to solving particular kinds of problems, and the discussions these provoke are interesting even though they don't result in definitive answers.
Of course, if you want to create a Perl FAQ, go ahead. I'm sure it's been done countless times before (www.perl.com anyone?) but you can never have too much of a good thing.
