the easiest way to install perl on a windows system is to use activestate perl http://www.activestate.com/Products/ActivePerl/Download.html

I had some minor problems getting the command-line function ppm to work over the net on this version (perhaps it is recently fixed?) So I used the older version which works fine (go to the bottom of the page:

Not ready to upgrade yet? ActivePerl 522, based on Perl 5.005 is available.

Intel, APi522e.exe, 6,268 KB.)

Remember that the first line of your perl script must match the directory structure of your perl distribution. In my case, with a default installation, I use
#!/perl/bin/perl

Good luck!
