When you say 'news programming' to you really mean 'download news headers/articles and show them on a web page'?

If you want news articles then why not use the NNTP perl module, avalable from you're friendly local CPAN mirror.

Or use shell/tcl/c/java.

Then you've gotta find a consenting server...
