Can anyone recommend a perl solution for generating html? More specifically, one that can use multiple template and categorical structures?

To answer you first part of the question: CGI.pm... perldoc CGI, if you don't have the module download it from your favourite CPAN mirror. (http://stein.cshl.org/WWW/software/CGI/cgi_docs.html)
