You'll have to use javascript... there are a few programs out there where you can create dhtml menus.. Do a search and see what you find.

Firstly, a rollover image, is actually two (or more) seperate images that are controlled by javascript in the webpage. The javascript loads the default image when the mouse pointer is not over the image, and then changes the image to the second one when the mouse pointer is over it. So basically, you need to create two seperate images, one of the menu closed, and one of the menu open. Then google for javascript rollover functions.
But there are other ways of doing menus like you described, and you should have a look around at those, flash is a good way, it can look great, but creates alot of overhead, and shouldn't be used where you need to reach a large audience, as alot of users really do not want to add plugins to their pages. Javascript can do menus in a non-rollover way, and this way is great, and if your really serious (and have some time) learn about XML to do it. |

A rather corny way of doing it would be in Imageready, and just make an image taller than the original button, and make the animation look like its expanding when the mouse moves over the button.
It may not be a very technically smart way to do it, but it could be done. |

You can also use HTML layers, but they're still a beyotch to get to look good. If you have access to Fireworks, they have a great built-in feature for it. PS and IR, not so much. While PS and IR work good for web graphics, their actual web features are pretty useless and they tend to make for bulky code. |
