batch compressing jpegs

Ok, i've setup an action to compress an image as a jpeg at 60% or whatever. I'm using this action in a batch of random images I've downloaded from misc sites.

Is there anyway I can have photoshop only compress the image to 60% only if the filesize will be smaller than the original? If this isn't possible with photoshop, are they any alternative apps that do what I'm looking for?

If you're compressing them, even to 99%, doesn't that automatically make the file size smaller?

Yeah, sorry about that. I didn't mean percent, i meant the quality rating for jpegs. If you goto save for web and save as a jpeg, you can specify a quality rating from 1-100.

Ok, but won't it still be smaller anyways? JPEG compression removes pixels, so even lowering the quality from 100 to 95 would shrink it a bit.
