creating blurred neon lines

Im also trying to figure out how to make the blurred lines found on Rusty Wallaces webiste. They appear to be 1px lines, with a windblown effect...but then how are they kept so transaprrent to look neon-like?

Well, the easiest thing to do, would be to set up a gradient. Make it go from transparent to solid, then solid again, then transparent.

What they probably did for that flash site was make a line, duplicate the layer, gausian blur it, and finally merge it. I mean, you can tell they cut corners just by the way the corners don't have the effect applied: they just cut and paste into flash...

First, set up your lines the way you want them layed out on their own layer(s). It doesn't matter if you keep them as vectors or if you make them rasters, though raster lines may be easier to line up (depends on your project). Anyway, once you've got your lines set up the way you want them, duplicate the layer(s) they're on and move the new layer(s) underneath the old one(s). Now, apply a Gaussian blur of about 5-15 pixels to the underlying line layer(s), depending on how you want the blur to look. (Apply it to each underlying layer if you have more than one.) And voíla, you have blurred lines that look even better than those on Rusty's site.
