Dirty fx on picture

Hello
I don´t know if i´m on the right forum, but what i wanted to know is how can i make a picture with this kind of effect.
I tried to find any filter in photoshop, but i didn´t find anything similar, so i was wondering if there´s any kind of trick on how to do it.

You could try adding noise then some render/lighting effects.

That's pretty much what you want to do. make a layer above your image. Run clouds or difference clouds on the layer, then some texture and distortion filters.
Finally, change the layer blending property to something like vivid light.
