try this:

1- create your rectangle in a new layer
2- pick a round brush in the size of the dots you need (1px maybe? if you need them really sharp use the pencil instead)
3- go the brushes menu (it's the tab next to the file browser in the top right corner)
4- in the 'brush tip shape' tab, activate 'spacing' and set it to 1000%, or whatever suits your spacing.
5- in a new layer, draw straight lines around the corners of your rectangle. (you can accomplish that by holding shift after you begin drawing the line)

Hope it helps!

or take a pencel, if u need a sharper edge dots, or another thing if you use CS photoshop, u can use vectore guidelines and add text to that guideline(path) and type ..................... (dots), they will follow the vector path, if you are not sure what i am talking about, tell me i will explain better.

yeah yeah, that's a great idea too!!!

even simpler, you can just type ................... and then adjust the text tracking to whatever you need. After that you just duplicate that layer and rotate for the lateral corners. You can bring up the text window by pressing ctrl+t while editing text.

oh. I only mentioned that way because I thought typing in paths is CS-only.

That's clever, I hadn't thought of doing it like that.
