effect question
hi agen guys, I was wondering how the person went about getting the effect that is circled in the banner I have attached.

2 layers on top of each other and then playing with the transparency?

what joen said and possibly on the upper layer it was just a semi transparent horizontal grain effect.

I would use single pixel black lines, and set the layer blending property to soft light.
you can also make a 2px wide black line, duplicate, invert and offset by one px/ then set the new layer to soft light
